Adoption Agency Relinquishment Traditionally, adoption agencies have selected adopting parents for a child themselves, without the participation of the baby's birth mother. Often the baby is placed in a foster home until the agency finds a permanent home. Although many agencies no longer practice this way, some still refuse to permit a birth mother to choose the adopting parents, or know who they are.
